SQL Server 2000, stuck at allocating 1.7gb memory

Setup:
Windows 2003 x64 Standard Edition
8gb memory
SQL Server 2000 Standard Edition (32bit)

I've enabled the 3GB and PAE switches in boot.ini, and given the SYSTEM account the 'lock pages in memory' privilege (SQL Server runs under local system user).
I've also enabled AWE in SQL Server properties, and set minimum memory to 0, maximum to 6144.

However, it still maxes out at around 1.7gb, afterwich it becomes dreadfully slow.

Ideally we'd upgrade it to a newer 64bit SQL Server version, but our ERP system is curently only supported on SQL 2000.

Input is more than welcome! :-)
